Rajiv Gandhi Institute of Health Sciences: Students Demand Revocation of the ‘4 Attempts’ Rule

According to the Students, this rule was applied unanimously without any discussion or deliberation with the students.

Students of Ayurveda, studying in Rajiv Gandhi Institute of Health Sciences (RGUHS) belonging to the RS5 batch(2017-18) alleged discrimination from university authority. The RGUHS on February 13, 2017, published a notification stating that BAMS (Bachelor of Ayurvedic Medicine & Surgery) students under RGUHS have to pass each subject within only 4 attempts and failing which the students would have to discontinue their studies. According to the Students, this rule was applied unanimously without any discussion or deliberation with the students. Students who have exhausted these 4 attempts have been barred from filing online Examination forms.

A student of RGUHS told Gauri Lankesh News that students went to the university today to appeal administration to revoke the ‘4 attempt rule’. He said, ‘When we started protesting the vice-chancellor came out and asked us why we were protesting, and we put forth our demand to revoke the ‘4 attempt rule’. To this, the VC told us this rule had not been made by the university but by the CCIM (Central Council of Indian Medicine) the regulatory body under the Ayush Ministry. The VC asked us to take our grievances to CCIM in New Delhi and protest there. He also told us to take legal recourse against the CCIM’s new regulation.”

In the previous two batches, the RS 4 and RS 4 (NS) batch i.e. till 2016-17 batch, the students protested in front of the RGUHS citing that the notification came after they took admission in the colleges and the University cannot bring a new rule in the middle of the course. Finally, the RGUHS revoked the said rule for RS 4 & RS 5 (NS) batch and re-issued it from RS 5 Batch i.e from the 2017-18 session.

The same 4 attempt rule was made applicable during the RS 3 Batch previously but the RS 3 batch students challenged the rule in the High Court of Karnataka and it was also revoked for RS 3 batch at that time.
